RIDEM requires each DPW facility to maintain detailed maintenance records of their facility. In addition the DPW facility is also required to have a Stormwater Pollution Prevention Plan (SWPPP) and a Spill Prevention, Control, and Countermeasure Plan (SPCCP). I would like to know if there are any communities that have developed templates to comply with these requirements and would be willing to share them rather than my trying to reinvent the wheel.
Any help would be appreciated.
Thanks,
John Ratcliffe, Smithfield
DOT has both SWPPPs and SPCCs that are available for your use – I am a firm believer of not reinventing the wheel!
I have included both for our Smithfield facility. These have not been signed off on yet, but are in the process.
As Joe Baker mentioned, we had Steve Cadorette from GRA Engineering prepare these for us. He may be reached at 401-726-4084.

Jeff and John – RIDOT has recently completed its revisions/creation of SWPPP and Spill Prevention Plans for all of our required facilities. We worked with Gordon R. Archibald, Inc. to have them prepare all of the documents for us.
Also, Allison Hamel of RIDOT’s Natural Resources Unit is a great person to talk to about these documents as she has a wealth of knowledge about what needs to be included and what the regulators are really looking for.

See attached Fuel Spill Plan & SWPPP for Middletown. I will check if this is the latest plan and if meets the new standards. Also, I’ll follow up to see if this is the latest SWPPP.
Thanks, Tom
